Origin

The kanji 兵 (hyo), the first character of Hyogo, is designed in the shape of a wave, symbolizing the prefecture's geography facing the sea on both its northern and southern coasts. The prefectural flag, which shows this device in white on a cerulean blue ground, was adopted in 1964.
